Mayor Ellis says there are some hoops to go through and it will be a long, frustrating process if Sinclair continues.
Sinclair has told the media he plans to re-open operations despite the city denying his application.

The funding is open to non-supply organizations, but individual farmers can also join in on demonstrations in collaboration with the organizations.
Miller's Request Shot Down
Belleville Councillor Jack Miller wasn't able to reel in his report on fishing on the city bridges.
Miller had called for the report at a previous city council meeting, stating the dangers for people walking on bridges while fishers cast hooks.
Council agreed to the report but changed their minds last night however, siting heavy staff workload.
The request was withdrawn and council advised those to be careful when walking by someone casting a reel.
